Насколько я понял способ работает только для CRM Online и кастомных сущностей:
Add a Web Page to NavigationFor Microsoft Dynamics CRM Online deployments:
If there is a Web server available to users, put your icon there.
Note You can access an icon that you have uploaded for a custom entity by using the following relative URL. Insert the entity type code for the custom entity.
