- even if only number of concurent users is changed you MUST have full database backup if for some reason license file import goes wrong - shit happends © Forrest Gump
- you MUST restart AOS instances to be sure that new license takes effect
i guess 15min of planned downtime is more preferable scenario than online importing license file in production system and troubleshooting after it
